Formative evaluation is designed to collect information that can be used to improve a program while it is still ongoing. Descriptive data on client characteristics and needs are crucial for making adjustments in recruitment and group structure, and ensuring the group is meeting the needs of its target population. Summative evaluation, in contrast, would use outcome data (such as recidivism or graduation rates) after the program has been implemented.
