.deb files are Debian package format; install them using:

bash

dpkg -i installer_0.17-41.2_amd64.deb

rpm and yum are for Red Hat-based systems and can't install .deb files.

apt install works with package names, not local .deb files unless apt install ./file.deb is used (not listed here).
