The Annotation Scale tool is only visible when the user is in model space.
Ensure that you are currently working in model space by checking the status bar or the workspace tab.
Switch to Model Space:
If you are in paper space (layout view), switch to model space by double-clicking inside a viewport or selecting the 'Model' tab at the bottom of the drawing area.
Verify the Annotation Scale Tool:
The Annotation Scale tool should now be visible in the status bar.
If it is still not visible, right-click on the status bar, go to 'Customization,' and ensure 'Annotation Scale' is checked.
